Solidarity internationalization through Information and Communication Technology Programs
Synopsis
Solidary internationalization, recognized in the new Higher Education Law in Mexico, highlights the need to address regional differences and promote community development through academic cooperation, research, and outreach. The central objective is to design a tiered evaluation paradigm that ensures the quality of educational programs through inclusive, equitable, and socially responsible processes. The methodology applied is qualitative and documentary in nature, based on normative analysis and the adaptation of maturity frameworks such as the Capability Maturity Model, incorporating quantitative and qualitative indicators, institutional self-assessment, and a solidary accreditation scheme with fair costs. The results show that only 16.9% of Mexican institutions have accredited programs, underscoring the urgency of a scheme that supports those serving vulnerable populations. Likewise, necessary adjustments are identified, such as measuring the social impact of graduates and promoting educational inclusion in disadvantaged contexts. In conclusion, the study proposes an innovative model that, in addition to enhancing quality, strengthens equity and fosters the international integration of Mexican educational programs.
